The Western Sydney Rail Needs Study examined a range of future rail corridor options to support long-term transport planning and business case development across Western Sydney.
The study considered 10 separate alignment options, each incorporating different combinations of tunnels, surface rail and station infrastructure.

Investing public or private funds in an asset, project or portfolio is a significant decision that requires rigorous analysis, sound judgement and a clear understanding of risk and value.
Chapter Advisory supports clients through the investment decision-making process by combining due diligence, market analysis, cost forecasting, stakeholder engagement and portfolio-level assessment.
We begin by understanding the organisation’s objectives, priorities and risk appetite, then apply structured analysis to assess investment options, costs, benefits and strategic alignment.
Our team has experience across both public and private sector investment assessment, including major infrastructure, strategic projects, disaster recovery initiatives and complex financial programs.
We support clients with:
- Investment prioritisation and portfolio assessment
- Cost-benefit analysis
- Return on investment analysis
- Market and commercial assessment
- Due diligence
- Business case development and review
- Executive and board decision support
- Government and Cabinet briefing documentation
- Stakeholder and inter-departmental consultation
- Risk and strategic alignment assessment
Investment decisions often require careful engagement across multiple stakeholders, competing priorities and policy considerations. We bring these elements together to provide leaders with clear, evidence-based advice and the confidence to make informed investment decisions.
Successful projects require options and proposed outcomes to be tested early to confirm they are viable, deliverable and commercially sound.
Chapter Advisory brings extensive experience in options analysis, value reviews and independent advisory services, helping clients assess immediate challenges while maintaining alignment with longer-term strategic objectives.
Across projects of varying scale and complexity, we provide practical and evidence-based advice to test assumptions, challenge proposed approaches and identify opportunities to improve value, performance and delivery confidence.
Our hands-on project experience enables us to anticipate risks early, understand the practical implications of different options and develop outcomes that are pragmatic, robust and fit for purpose.
Establishing and maintaining effective program and portfolio management systems is critical to achieving consistent project performance and maintaining confidence across delivery.
Chapter Advisory helps clients create clear, assured frameworks for planning, monitoring and reporting across programs and infrastructure portfolios. Our approach brings together commercial, schedule, risk, governance and performance information to support timely decisions and improve delivery outcomes.
We advise both public and private sector clients across the full project lifecycle, providing practical and tailored solutions that are proportionate to the scale, complexity and maturity of each program.
Our team has experience implementing program and portfolio management systems across water and wastewater, rail, energy, disaster recovery, education, roads, bridges and other major infrastructure environments.
We also support clients through governance and operating model changes, helping minimise disruption while strengthening accountability, forecasting and performance oversight.
By understanding each client’s objectives, priorities and delivery environment, we establish planning and portfolio management arrangements that improve visibility, enable early intervention and support sustained project and program performance.
Effective schedule management is essential to maintaining control of time, cost and delivery performance across a project.
Chapter Advisory develops, reviews and manages project schedules across a broad range of sectors, helping clients understand critical activities, dependencies, interfaces and emerging risks throughout the project lifecycle.
Our team is experienced in leading scheduling platforms, including Primavera P6 and Microsoft Project, and can interrogate project programs, undertake detailed schedule analysis and provide clear reporting to support informed decision-making.
We also assess schedule impacts associated with change, delay and claims, helping clients distinguish genuine critical path impacts from broader program movement and better understand the resulting time and cost implications.
Through detailed analysis, scenario testing and practical delivery insight, we identify opportunities to improve sequencing, create parallel workstreams, accelerate activities where appropriate and maintain confidence in project completion objectives.
Effective cost management provides the financial discipline and visibility required to keep projects aligned with approved budgets, commercial objectives and investment expectations.
Chapter Advisory works with clients to establish robust cost planning, forecasting, monitoring and reporting across individual projects, programs and portfolios.
Our capability ranges from project-level cost management through to the design, review and implementation of broader PMO and portfolio cost management systems. We help clients develop clear cost baselines, track commitments and expenditure, manage change, forecast outcomes and identify emerging pressures before they materially affect delivery.
Our team brings experience across major infrastructure and complex project environments, including transport, rail, water and wastewater, energy, resources, hydrogen and disaster recovery.
By integrating cost information with schedule, risk, commercial and performance data, we provide clients with a clearer understanding of project position and likely outturn.
Strong cost management is not simply about reporting expenditure. It is about maintaining control, supporting timely decisions and giving project leaders confidence that value, affordability and commercial outcomes are being actively managed throughout the project lifecycle.
Reliable cost estimating is fundamental to sound investment decisions, realistic project planning and effective cost control throughout delivery.
Chapter Advisory provides cost estimation, independent review and evaluation services across all stages of the project lifecycle, from early concept and business case development through procurement, delivery and completion.
Our team brings experience in developing and reviewing first-principles estimates across a broad range of infrastructure and project environments. We assess assumptions, quantities, rates, escalation, contingency and risk allowances to provide clients with greater confidence in forecast project costs.
Our approach extends beyond establishing a number. We identify the key commercial and delivery risks influencing cost, test opportunities for value improvement and help clients understand the drivers that may affect affordability and outturn.
As projects become increasingly complex, robust cost evaluation is essential to balancing innovation, scope, risk and value. We work closely with project teams and stakeholders to ensure estimates are transparent, evidence-based and capable of supporting informed investment, procurement and delivery decisions.
Strong cost management helps asset owners understand both the immediate and long-term financial requirements of operating, maintaining and renewing infrastructure.
Chapter Advisory supports clients with cost planning, budgeting, forecasting, monitoring and reporting across operational expenditure, maintenance programs, asset renewals and capital improvements.
We help establish clear cost baselines, monitor expenditure and commitments, forecast future requirements and understand the financial implications of changes in asset condition, maintenance strategy or operational priorities.
Our approach considers both capital and operating expenditure, enabling clients to better understand whole-of-life cost and make informed decisions between maintaining, repairing, renewing or replacing assets.
By integrating cost information with asset performance, schedule, risk and operational data, we provide greater visibility of future funding requirements and help clients maximise the long-term value of their asset portfolios.
Reliable cost information is essential to planning maintenance, renewals, operational improvements and future asset investment.
Chapter Advisory provides cost estimation, independent review and evaluation across the operational asset lifecycle, including maintenance programs, refurbishment, asset replacement, upgrades and brownfield works.
Our team reviews quantities, rates, escalation, contingency, operational constraints and risk allowances to provide clients with greater confidence in forecast expenditure and future funding requirements.
We also assess alternative maintenance and renewal strategies to help clients understand whole-of-life cost implications and identify opportunities to improve value.
Our approach helps asset owners move beyond the immediate cost of an activity to understand the broader financial implications of maintaining, rehabilitating, upgrading or replacing an asset over time.
The objective was to understand the relative cost, complexity and viability of each option and provide a robust basis for future investment decisions.
Detailed P50 and P90 capital cost estimates were developed for each corridor to support comparative assessment, risk evaluation and business case planning for a potential investment program valued at up to $24 billion.
Cost planning services to support the assessment of 10 potential rail alignment options across Western Sydney were delivered.
The engagement included development of P50 and P90 capital cost estimates for each corridor, incorporating tunnel, surface rail and station infrastructure.
These estimates provided a consistent basis for comparing options, understanding cost and risk exposure, and informing business case development.
The work supported Transport for NSW in evaluating investment pathways and progressing long-term rail planning across Western Sydney.
