The City Centre Car Smart Parking Strategy was a multi-year initiative by the Toowoomba Regional Council to modernise the management, operation and customer experience of city-centre parking.
The project translated Council’s parking strategy into an integrated delivery program covering policy and procedural change, technology systems, parking payment infrastructure, occupancy sensors and digital signage.
It required coordinated planning, commercial modelling, governance approvals, procurement and staged implementation across existing operational environments.
A key focus was integrating new vendor technology with Council’s ICT, financial, enforcement and reporting systems while maintaining continuity of parking services for the community.
The program also involved extensive stakeholder engagement, risk management, contract administration, testing, commissioning and post-implementation support.
Ultimately, the project was designed to provide the Council with better parking data, improved operational visibility and more efficient parking management, while creating a more accessible and informed experience for residents, businesses and visitors.
Chapter Advisory delivered end-to-end project management services for the project, spanning program definition, governance, procurement, delivery and operational integration.
Services included commercial modelling, implementation planning, project governance and reporting, procurement strategy, preparation of tender and contract documentation, interactive tendering, evaluation and negotiation support.
The team also managed contractor mobilisation, infrastructure and technology integration, risk and contract management, stakeholder coordination, testing and commissioning, and post-implementation activities.
The engagement provided Toowoomba Regional Council with a single point of accountability across multiple interdependent work packages, supporting the transition from strategic planning through procurement and delivery into operational implementation.
