What Chapter Advisory delivered

Following declared natural disaster events, Banana Shire Council carried a multi-year program of restoration works to its road and drainage network, funded under the Commonwealth-State Disaster Recovery Funding Arrangements. Damage had to be assessed, scoped and substantiated against strict funding eligibility criteria, then packaged, tendered and delivered across a large regional shire within fixed funding deadlines.

Project outcome

Chapter Advisory acted as project director across the full delivery process, as the central point of coordination between council, funding body and contractors.
‍

The team led the tender preparation, evaluation and contract award while developing and maintaining comprehensive project plans and master programs to guide delivery.
‍

Chapter Advisory managed contract administration, including payment schedules, certificates and negotiation of contract terms.
‍

The team also oversaw design management for alignment with project requirements and constructability, and directed subcontractor performance and construction staging to minimise disruption.

We applied risk management, detailed cost estimation and resource planning to support budget control and financial forecasting and brought direct insight into how funding submissions were assessed, due to key personnel having previously worked with the Queensland Reconstruction Authority.
