Health Infrastructure Queensland (HIQ) delivers Queensland Health's capital program, including the Capacity Expansion and Hospital Car Parking Programs. The engagement sat within HIQ's procurement and contracts team to lift procurement capability and commercial decision-making across a capital program exceeding $10B, spanning new hospitals, hospital expansions and supporting infrastructure across the state.
For this project, Chapter Advisory secured a variation to the training policy through a multi-agency negotiation, delivering better outcomes for all parties across the capital program.
The team developed an internal forward procurement pipeline with a summary and recommendations report, giving the division visibility of its forward program of works.
We also advised the management team on the commercial impacts of the best practice industry conditions policy across the capital program and delivered an automated program steering reporting pack for the Capacity Expansion and Hospital Car Parking Programs, replacing manual reporting.
Chapter Advisory also supported delivery of industry engagement briefings and a collaborative contracting workshop, including development of all associated collateral.
We also reviewed and uplifted HIQ's state budget submission process and defined roles and responsibilities across the division.
