Brisbane Airport Corporation’s upgrade of the International Terminal Building includes upgrading the road, parking and active transport network serving the building. The program covers intersection upgrades, an airport drive U-turn facility, new multi-level car park and ParkShort exits, road widening and a terminal connection bikeway, delivered across six separable portions inside a live international terminal precinct that must remain fully operational to passengers, tenants and emergency services throughout construction.
Chapter Advisory was engaged client-side to lead design management, procurement and delivery of the combined Airport Central and ITB Parking & Roads packages from expression of interest through to award.
We took multiple ITB Parking & Roads packages from design to tender under Brisbane Airport Corporation’s major works contract, with construction scheduled to commence October 2026.
Chapter Advisory introduced an interactive tender process, releasing documentation early so tenderer constructability and staging input fed into the evaluation and improved buildability of the design ahead of award.
We managed design consultants through to 100% design, including resolution of a revised flood immunity requirement, comparing culvert and formation raising options against hydraulic modelling to support an executive investment decision.
We also reviewed the major works contract client-side, producing risk and inconsistency registers identifying departures from the corporate template ahead of legal review.
The team also coordinated interfaces across three concurrent contractors, maintaining continuous passenger, emergency services and tenant access throughout construction.
